The smaller voice/data carriers are launching a new offensive against Qwest's efforts to get its access rates deregulated in four major markets: Minneapolis, Seattle, Denver and Phoenix. What that means is that, if the Federal Communications Commission approves the waiver, Qwest will no longer have to offer smaller telcos cheap wholesale access rates in those cities.
