&lt;p&gt;Described as a "national contingency plan" the justification for the new law S. 1858, known as The Newborn Screening Saves Lives Act of 2007, is that it represents preparation for any sort of "public health emergency."&lt;/p&gt;

&lt;p&gt;Didier Bourguet, the U.N. senior official who is charged with running an Internet pedophile ring in the Congo. Pictures taken from his personal computer contained thousands of photos of him with hundreds of girls. Police say Bourguet had turned his bedroom, plastered with mirrors and rigged with remote-control cameras, into a stealth porn studio. He was caught in a sting operation while allegedly preparing to rape a 12-year-old girl. He was shipped back to France to disappear from the public eye...or so they hoped.&lt;/p&gt;
&lt;p&gt;I think Didier Bourguet could be part of a "Online Encyclopedia of Mass Violence".&lt;/p&gt;

The prices of rice, beans and fruit have gone up by 50% in the last year.&lt;/p&gt;
&lt;p&gt;The demonstrators outside the presidential palace said the rising cost of living in Haiti meant they were struggling to feed themselves. "We are hungry," they shouted before attempting to smash open the palace gates with metal bins.&lt;/p&gt;
&lt;p&gt;Overwhelmed guards struggled to hold back the crowd until U.N. peacekeepers arrived. UN troops fired rubber bullets and tear gas to disperse the crowd. Several people are reported to have been injured in the clashes.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Les Cayes&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;Thousands took to the streets and went on the rampage in the town of Les Cayes, last week, blocking roads, looting shops and shooting at UN peacekeepers. The UN said its personnel had opened fire at some of the armed protesters.&lt;/p&gt;
&lt;p&gt;A small group of protesters broke into the Les Cayes UN compound and damaged its gate. Some also fired shots at peacekeepers deployed in the town in an attempt to maintain public order. The UN troops fired back in response. The ensuing unrest left three dead in Les Cayes, including one young man who demonstrators said was fatally shot in the head by the UN peacekeepers.&lt;/p&gt;
&lt;p&gt;The UN said it was investigating the death. At least five people have been killed in Haiti since the unrest began&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Government&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;The protesters demanded the resignation of President Rene Preval, who came to power two years ago promising to restore peace to a country torn apart by fighting between rival armed gangs. Mr Preval is believed to have been inside the palace at the time.&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;Violence in Haiti has often been linked to poverty with more than half the population surviving on less than a dollar a day. New customs procedures aimed at collecting revenues and stopping the flow of drugs has left tons of food rotting in ports In a country where almost all food is imported, cargo traffic from Miami has ground nearly to a halt.&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;Critics say both Mr Preval and the international community have focused too much on political stability and not enough on helping to alleviate poverty and now growing hunger. Government officials say the riots are being manipulated by outside forces, more specifically drug smugglers.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;United Nations&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The protesters are also focusing their anger on the 9,000 or so UN peacekeepers sent to Haiti in 2004 under Resolution 1542 which established the &amp;lsquo;UN Stabilization Mission in Haiti (MINUSTAH)"&lt;/p&gt;

Their mission was to quell the chaos that followed the ousting of former President Jean-Bertrand Aristide, the country's first democratically elected leader.&lt;br /&gt;Haiti is one of the poorest countries in the Americas. Around 80% of the population lives on less than $2 a day.&lt;/p&gt;

&lt;p&gt;The defense and prosecution teams, each made up of three lawyers, as well as the judge and support staff, will spend about two months in Rwanda and neighboring Tanzania to hear testimony of witnesses unable to travel to Canada.&lt;/p&gt;
&lt;p&gt;The entire bill of the brief relocation, will be picked up by Canadian taxpayers, as it was when the team spent two weeks in France in January. The rough tally for that trip was $522,000, not including salaries.&lt;/p&gt;
&lt;p&gt;Mr. Mutangana Jean Bosco, Rwanda Prosecution Department Spokesman confirmed the move.&lt;/p&gt;
&lt;p&gt;"The coming of the Court to Rwanda is nothing out of the ordinary but simply indicative of the good working relationship we (government) have with the court that is trying the Rwandan suspected of Genocide", said Mutangana.&lt;/p&gt;
&lt;p&gt;The Crown carried out a similar exercise last year in Rwanda. The suspect Mr. D&amp;eacute;sir&amp;eacute; Munyaneza will not be part of the trip like it was in the previous visit.&lt;/p&gt;
&lt;p&gt;Defense lawyer Richard Perras, expects to call 14 witnesses to complement the testimony already heard in Quebec Superior Court in Montreal.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Background&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The trial, which entered its second year last week, is a first in Canada. The 41-year-old failed refugee claimant was arrested in Toronto in 2005 and charged under Canada's 8-year-old Crimes Against Humanity and War Crimes Act.&lt;/p&gt;
&lt;p&gt;Munyaneza was a known political extremist even before April 1994. He formed close working relationships with top military officers and local government officials in charge of the Genocide in Butare (now part of the Southern Province).&lt;/p&gt;
&lt;p&gt;It is alleged that Mr. Munyaneza distinguished himself, by virtue of his energy and dedication to the policy of massacres, and the efficiency of his operations.&lt;/p&gt;
&lt;p&gt;It is also alleged that one of Munyaneza's responsibilities was the surveillance of a network of roadblocks established throughout the town of Butare, manned by militiamen wielding machetes, axes, nail-studded clubs and other instruments. Tutsi were either killed on the spot, or taken away and assassinated elsewhere&lt;/p&gt;
&lt;p&gt;The survivors of the carnage allege that the former top businessman, who was running the main general store when the massacres started, played a very significant role in rape and sexual violence.&lt;/p&gt;
&lt;p&gt;Some witnesses that have testified at the trial in Canada, have narrated gruesome cases of rape by Mr. Munyaneza himself, as well as encouraging militias under his command to do the same.&lt;/p&gt;
&lt;p&gt;Mr. Munyaneza is also blamed by witnesses and survivors for abducting, together with soldiers, Tutsi from the University Hospital in Butare.&lt;/p&gt;
&lt;p&gt;If found guilty, according to the Canadian war crimes law, he would receive a life sentence, which he'd serve here.&lt;/p&gt;
&lt;p&gt;Munyaneza, who has been kept in isolation at the Rivi&amp;egrave;res des Prairies detention center since being beaten last year by a fellow inmate, will not travel with his defence team to Rwanda. No date has been set for the trial to resume in Montreal.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;More of Rwanda's Most Wanted&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Five of war-torn Rwanda's most wanted are believed to be hiding in Canada. Extradition requests have been sent to Canada for suspects alleged to be connected to the country's 1994 genocide, in which up to a million Rwandans were killed.&lt;/p&gt;

&lt;p&gt;This post was a copy of a letter written by the widow of the ex KGB operative who was allegedly murdered on November 1, 2006. by another KGB operative, Andrei Lugovoy, using radioactive polonium-210.&lt;/p&gt;
&lt;p&gt;Marina Litvinenko stated in part: "I do this against the wishes of the Scotland Yard and David Miliband, the Foreign Secretary, who both told me that making the evidence public would prejudice a criminal trial of the chief suspect, Andrei Lugovoy, whom the UK is trying to extradite from Russia. But after waiting for 15 months I have come to the conclusion that Mr Lugovoy, a former KGB agent, will never be extradited. So I respectfully reject their argument. I cannot wait for another ten years for a slim chance that their approach would bear fruit."&lt;/p&gt;
&lt;p&gt;While preparing a follow up post that would include a wanted poster, the unexpected happened. To ensure the accuracy of our information, we did a search on Interpol, entering "Andrei Lugovoy" as the search term. We got an interesting return on our search queries!&lt;/p&gt;

&lt;p&gt;We did actually get a hit using the US State department web site. There is a mention in the 2007 country report on Britain stating:&lt;br /&gt;On May 28, British authorities requested the extradition from Russia of Andrei Lugovoy in connection with the 2006 death by radioactive poisoning of former Russian intelligence officer Alekasandr Litvenenko. Litvenenko had been highly critical of the Russian political leadership, and many observers believed the killing was politically motivated. Russian authorities rejected the extradition request.&lt;/p&gt;
&lt;p&gt;Marina Litvinenko indeed may be a long time waiting for "justice"!&lt;/p&gt;
&lt;p&gt;EDIT: At the request of a contributor, we ran the same checks using the Russian spelling, "Andrei Lugovoi" and actually added more checks. Same results.&lt;/p&gt;
