In his closing speech, Wen Jiabao highlighted the need for reform—something he has been very vocal about in the last year of his premiership. In his closing speech at the National People's Congress, Chinese Premier, Wen Jiabao said there was a need for political and economic reform, as well as improvement in social justice. He said that without such reforms, tragedies such as the Cultural Revolution could happen again. But Wen's remarks come as he's about to step down as premier and there is no guarantee then next group of leaders will follow his recommendations. Head of the New York based Democracy Academy of China, Tang Baiqiao, says that all this talk of reform is just a distraction. Every time he speaks very eloquently, yet with everything the CCP does, there is a lot of talking (about reform), but it is hard for Wen Jiabao to dismiss past mistakes (this way).
