17 May 2012 Bloomberg Robert Gates is Former Secretary of Defence. "We have some sense that the leash is being pulled on the Chinese military at least for now. But they are making significant investments in their military technology to keep out aircraft out of the South China Sea, out of Taiwan. They are more of a worry in a regional context. They learnt from the Soviet Experience, they can't meet us tank for tank, missile for missile. They are not going to bankrupt themselves trying to do that. But we will face a growing challenge in the South China Sea and in the waters around Japan".
