Francisco Javier Solana de Madariaga (born 14 July 1942 in Madrid, Spain) was the Secretary General of NATO from 1995 to 1999 and High Representative for Common Foreign and Security Policy (CFSP) from October 1999 till December 2009 when he was replaced by Catherine Ashton, and the Secretary-General of both the Council of the European Union (EU) and the Western European Union (WEU) from (1999-2009). Solana started out as a physicist who became a political minister in Spain for 13 years under Felipe González.
