Joseph Heath Shuler (born December 31, 1971) is a businessman, politician and former American football player. He is currently a Democratic member of the United States House of Representatives, representing North Carolina's 11th congressional district (map) since 2007. The district includes most of the Blue Ridge Mountains in western North Carolina. The largest city in the district is Asheville.
