Army chief advocates zero tolerance to terror

Three weeks ahead of the first anniversary of the 26/11 Mumbai attacks, Army chief General Deepak Kapoor said on Wednesday that India had repeatedly allowed perpetrators of terror attacks to get away. It is for the first time that a service chief has articulated such a point of view.
