Rates on fixed-rate mortgages fell again this week, with the average 30-year fixed-rate mortgage averaging 4.87%, according to Freddie Mac's weekly survey of conforming rates, released on Thursday. The rate hasn't been lower since May 21, when it averaged 4.82%.
