The government and the Moro Islamic Liberation Front have formally agreed to form an International Contact Group (ICG) that would help the Mindanao peace process, government and rebel officials said. Mohaqher Iqbal with Malaysian facilitator Othman Abdul Razzak who witnessed the signing.
