Oklahoma Insurance Commissioner Kim Holland said that between 2005 and 2007 Richard Randolph Wallen induced the couple to purchase bonds from the “Iowa State Bond Trust,” which they were told would yield a 24-percent return. An affidavit in the case alleges that Wallen actually created the entity and fake bonds on which he forged – and misspelled – the name of then-Iowa Gov. Tom Vilsack.
