Victoria has delayed the selection of a winner for the $15 billion national broadband network (NBN) by about three weeks. Communications Minister Stephen Conroy told attendees at the giant CeBIT tech fair in Hannover, Germany that he had intended to announce the NBN winner in time for the show.
