A subway operator in South Korea’s capital held last-minute negotiations with union leaders Wednesday to avoid a strike over planned job cuts, officials said. The 9,300-member union of Seoul Metro, which runs four of Seoul’s eight subway lines, has vowed to strike from 4:00 a.m.
