Gov. Jerry Brown warned of a "war of all against all" if the sniping factions in California politics did not compromise to fix the state's persistent budget problems. Now the Democratic governor finds himself in the midst of a battle as he tries to persuade voters to pass Proposition 30, a $6 billion tax increase on the November ballot. Brown's initiative to boost the statewide sales tax by a quarter-cent and income taxes for those earning $250,000 a year or more is in jeopardy after being hit hard by money from a wealthy brother and sister with politically polar views. The slugfest is bad news for Brown's initiative and Proposition 38, a broadly based income tax increase proposal by attorney Molly Munger that would go directly to school districts.
