Despite a lengthy and extended development period, System for Award Management users have experienced significant problems with the new service, including prolonged down time and frequent errors, as reported in the Government Contracting Tips Blog. As the end of the fiscal year approaches, so does the peak time period for federal contract awards, according to Federal Procurement Data System reports. This means that both contractors and purchasing officers are facing their busiest contracting month with a completely new registration, reporting, and payment system that is still plagued with bugs and delays.
SAM has experienced so many issues that a memo sent by the Office of the Under Secretary of Defense on August 21st has instructed purchasing officers to temporarily suspend under certain circumstances a portion of the FAR requiring vendors to be registered prior to contract award and requiring purchasing officers to verify a vendor’s registration status prior to making a contract award. However, vendors will still need to be registered with SAM in order to receive payment for completed contracts or to receive any other federal payments, such as grants. Additionally, the FAR rules regarding registration and verification have not been suspended in all cases; for instance, contract awards using a Governmentwide Purchase Card (GPC) will still require vendors to be registered with SAM and require purchasing officers to look up and verify the vendor’s SAM registration prior to the award being made.
