Cautious consideration... that's probably being generous to China over its response to ASEAN's efforts to come up with a code of conduct to avoid conflict in the South China Sea. Beijing initially demanded ASEAN foreign ministers not address the plethora of territorial disputes in one of the world's major trade routes at their summit in Cambodia. China is still insisting the disputes be handled bilaterally - and ASEAN itself has struggled to come up with a unified position on the issue. Kesha West reports.
