When Su Tseng-chang took over as DPP chairman, he was determined to give the party a new China policy. One indication of the direction he plans to move came when a DPP lawmaker suggested letting Chinese students in Taiwan join the National Health Insurance program. It was a gesture of goodwill to China, which some critics are writing off as a combination of flattery and flip-flopping. Foreign students who have lived in Taiwan for over four months can join the National Health Insurance program through their school.
