"Shares of technology companies are lower ahead of the bell Tuesday on news this morning that European Union officials are launching an antitrust investigation into Google (NASDAQ:GOOG). Regulators are looking into whether the online giant has deliberately positioned rival links lower on search result listings. The Commission's undertaking could produce billion dollar fines. Past cases targeting Microsoft and Intel, cost the companies $2 and near $1.5 billion, respectively. IBM is also being investigated. The probe will also question if competitor advertisements were unfairly excluded from Google websites. Three companies pointing the finger at Google for unfair practices include: British price comparison website, Foundem; French legal search site, ejustice.fr; and Microsoft-owned shopping website, Ciao. "
