The House has voted for a bill pressing the Obama administration to designate the militant Haqqani network a terrorist organization...The bill would require the secretary of state to report to Congress on whether the Haqqani network meets the criteria to be designated a foreign terrorist organization and if not, to explain why. The Haqqani network, largely operating in eastern Afghanistan and northwest Pakistan, is affiliated with both the Taliban and al-Qaida. U.S. officials say it represents one of the biggest threats to Afghanistan stability as it is believed to use Pakistan as a rear base for attacks on coalition troops in Afghanistan. The Senate had approved a similar version of the bill, sponsored by Sen. Richard Burr, R-N.C., in December 2011.
