Gov. Brad Owen is being accused by the state of receiving nearly $20,000 in illegal disability payments. King5 TV reported Monday that Mark Owen was charged last month with theft and forgery and lying to collect the money. Investigators say he helped another co-worker receive $40,000. The charges date back to 2009, when Mark Owen's business partner at Kent Body and Paint shot him. Owens ultimately returned to work, according to investigators, but later claimed he was too injured to work and therefore qualified for disability. King5 reports that in a phone message left with the state, Owen apparently did not hang up and can be heard saying he was planning to receive more time loss payments than he was entitled to. A spokesman for Brad Owen said Monday that the lieutenant governor was aware of the charges but had no comment. ---
