It was Socialism or Death is a cartoon by Patrick Chappatte. It applies to the rescue plan of $700 billion in federal funds to stabilize the markets and open lines of credit that have been cut off by the financial crisis. The fear that the Bush-Paulson plan is socialistic is what partly prompted the Republican revolt a few days back.
