Aadhar Cards and its Criteria

The public are getting vexed with the introduction of always strange ‘Citizen Identification’ schemes/cards being introduced by the State and Central governments in India from time to time. Earlier Voter Identity cards have been made mandatory to use as 'Identity' to cast votes during the elections period, and also simultaneously declared that ‘Voter Identify Cards’ can be used as primary identification for getting ration cards, pass port, driving license, Railway reservations and simply as a multi-purpose citizen identification card for many purposes by the government and bar codes were also printed for every voter identity card to prevent duplicates. For that projects crores of rupees were spent, by giving contracts to the private agencies and institutions for issuing cards.

Next, the state government of Andhra Pradesh has introduced a new project of issuing new “Ration Cards’ to the people of Andhra Pradesh 2009 for getting groceries in government licensed Fair Price Shops, and issued new Ration Cards to the citizens by taking “Iris” photos, and spent crores of rupees on this project by giving contracts to private parties.

Next, again the Union government on the plea of latest census collection for issuing ‘Unique Identity Cards’ to the citizens, gathered a lot of citizen information through out India by spending crores of rupees and no Unique Identity Cards were issued. Similarly Backward classes data was also gathered.

Next, again “Aadhar Cards Scheme” is introduced by the Central Government stating that these cards are going to be the ‘Basic Identification Cards’ for citizens for all kinds of official identification purposes and thumb/palm impressions and Iris photographs are also being taken on the plea of security purposes and to avoid duplicates. Private Contractors are given contracts worth of Crores of rupees on this projects.

The state government of Andhra Pradesh even more ridiculously linked the ‘Aadhar Card’ registration to the issuance of Domestic Gas Cylenders, that made obtaining ‘Aadhar Card’ number mandatory for citizens to book a Domestic Refill Gas Cylender whenever it becomes empty. The state government has kept July 10 as deadline for obtaining Aadhar Cards by every resident in Hyderabad city, but due to incompletion of cards issuance process the linkage decision has been postponed upto 30 August this year.

Without the ‘Aadhar Card’ number no Domestic Refill Gas Cylender would be issued to the families. And it has also been made mandatory that all family members must go compulsorily to the ‘Aadhar Card’ issuance centres to obtain the card. Another great headache with ‘Aadhar Card’ is, Cards are being issued only to the families but not to the persons living singly. If a person is a Bachelor or an unmarried woman livingly singly and having a Domestic Gas connection, would not get new refill cylinder henceforth, if ‘Aadhar Card’ number is not mentioned for Gas Booking agency. And “Aadhar Cards’ are not being issued to the single or unmarried persons living away from their parents and doing employment in cities. So to get an ‘Aadhar Card’ one must invariably get married, eventhough s/he is not willing to get married. So persons living singly do not get Domestic Gas Cylenders and they have to go to hotels to eat every day, by spending a lot of money and their health get damaged if they continuously eat in hotels.

So Aadhar Cards linkage to the issuance of ‘Domestic Gas refill Cylender bookings results in prevention of self-cooking by the Bachelors or men or women living independently as no cards will be issued to them. No gas cylinders would be issued to them.

So the authorities must think twice before introducing troublesome public policies, otherwise they multiply the problems of the citizens and senseless decisions would result in harassment to the public. Anoather most dangerous thing is with this kind of cards is, with the collection of citizen data along with their photographs through private agencies, if goes into the hands of Terrorism sponsoring countries or groups, Will there be any security for common citizens of India? Would this senseless decision not endanger the lives of very important people and sincere officials and persons working in sensitive positions with this ‘Aadhar Cards’ identification, by easily identifying and kidnapping those important people.So it also become something like Face Book information in Private Agencies hands. What concern will the private agencies will have towards the saftey and security of citizens' information maintenance strictly confidentially.

So spending of Crores of public money should not become a big scam to promote the private agencies and simultaneously endanger the security of country. United Kingdom has scrapped long back such Unique Identify Card System in Britain, reconsidering the impending dangers involved in it, for its citizen security.

For Example in State of Andhra Pradesh if 'Aadhar Card' possession is linked for delivery of 'ration items' to common public, then every 'Fari Price Shop' (Ration Shop) in the state has to buy the electronic machines for identification of 'Iris' and 'Thumb impressions' on the 'Aadhar Card' with the machine, and that becomes a inevitable burden on 'Fair Price Shop dealers' to buy the identification machines again. Those machines have to be purchased by the Fair Price shop Dealers for higher prices from the contractors. Ultimately this linkage seems to benefit the 'Iris' and 'Thumb Impression' machine sellers.

Moreover the most surprising thing is why a top INFOSIS person alone is selected for this Aadhar cards project, besides involving local private Organisation in every state, when National Informatics Centre (NIC) the premier official Computer Technology Organisation is exisiting in India with Offices all over the India. If NIC is given this project at least people of India can believe that there will be saftey to their person data to some extent because government employees would work in it, who can be questioned and made liable if any dangers happen with the leakage of the important citizen data.
