Community - School Cooperation: Partnership Between Parents and Teacher

Community - school Cooperation provides the atmosphere for “Working partnership between parents and teacher which is a common alliance in a Third World country like Philippines. The Filipino Bayanihan spirit or Filipino cooperation provides the impelling energy to keep such partnership going.

The Free Education as Mandated in Republic Act No. 1555 only Provides “free Tuition fee" and the largest chunk of education investment remains on the hands and pockets of parents. Government for its counter part mainly provides salaries of teachers, school officials and other personnel, school buildings , chairs, black boards, miscellaneous supplies like one class record , one lesson plan notebook and chalk and nothing more. Government gives nothing to help alleviate the condition of the learner in terms of food, transportation, money, school supplies and gadgets.

This poor profile of Philippine educational environment in Basic Education (kinder Elementary and Secondary) calls for the much needed community cooperation and assistance undertaken by parents for the betterment of the school where it remains as a mendicant/beggar asking for financial assistance hence, the organization and constitution of Parents - Teachers association (PTA) in the classroom, curriculum and school levels.

What the school as represented by the classroom teacher usually begs for from the community, the parent? These are the things government does not usually provide in the classroom such as ventilation equipments, classroom curtains, repainting the room, cleaning gadgets like brooms, trash boxes etc.., etc. The class teacher - adviser cries for all these things purposely to make the room conductive for teaching and learning activities.

On July 07,2011, there were 27 out of 58 parent or equivalent to 47% showed up in the meeting to organize the PTA-1 - 06. The class teacher adviser gave a preview of what was to be done and motivated them to support the education of their children despite of the trying situation wherein parents must have to shoulder the biggest portion of the education investment and government only provides a small chunk of the overall cost.

Mrs. Elaine Reyes, mother of Pamela volunteered to preside over the election of 1-06 PTA Officers as follows:

After the election, the assembled parents discussed, deliberated and decided upon matters that would bring improvements to the classroom such as installations of two (2) ceiling fans, 7 panels of window curtains and two (2) gallons of wall paint. The entire parentage of first year section 6 will need the total amount of five thousand eight hundred pesos (P5,800) which will require every parent to contribute one hundred Pesos (P100) until July 16,2011. On Meeting there were a spot Contributions amounting the seven hundred pesos (P700).

The profound and significant enthusiasms and willingness of the assembled parents were the results of sound motivation on the purposes and intents which were all intended to improve the learning environment which often times, government does not recognized as its responsibility by not provinding funds therefore however, people's monies under its trust go into waste because of grafts and corruptions in both low and high offices alike.
