MANILA, Philippines - In connection with the P728-million fertilizer scam, the Ombudsman filed plunder charges before the Sandiganbayan against former Agriculture Secretary Luis Ramon Lorenzo and former undersecretary Jocjoc Bolante after seven years since the misappropriation in 2004, according to the report.
In a joint resolution signed by Ombudsman Merceditas Gutierrez (Impeached by the Lower House) and Overall Deputy Ombudsman Orlando Casimiro, said the respondents committed plunder in 2004 for unliquidated Agricultural Department’s fund of P56.64-million of the P723-million budget for farm implements and inputs (Manila Standard Today).
It was reported that Bolante released the money meant for distribution to farmers, to people who were not beneficiaries and the fund allegedly used to boost the presidential campaign of former president.
The report said that Bolante, Lorenzo and the other accused connived to misuse the fund which formed part of the money deposited in the account used by Bolante.
Included in the charge list are former Agriculture Assistant Secretary Ibarra Poliquit and some private respondents. Graft charges were also recommended filed against Quezon City Rep. Nanette Daza and 33 other incumbent and former government officers and private individuals.
