The Chief Ministerhas launched the Human Resources Management System (HRMS) in the Orissa Secretariat on Monday , which is a flagship project of General Administration (Administrative Reforms) Department implemented through its programme, Orissa Modernising Government Initiative (OMGI).
HRMS is an application software to carry out personnel transaction of Government employees through internet. This is a unique project in the country.The Project was started in the year 2007 with support from DFID till December, 2008. Since January, 2009, the project is continuing under State Plan provision. The Department, district and each office can get employee information on cadre, post, joining and superannuation details.Leave applied, sanctioned, availed and leave sanctioned but not availed can be available.whether the employee is in duty, leave, transfer, transit, suspension, or retired.
It helps in insurance management properly.It helps in tracking performance appraisal reports of employees.It helps in preparing salary and pension budget.
Automatic calculation of pay roll of employees required for preparing salary bill.
GPF / Festival/Motor cycle advance and House Building Loan sanction and recovery can be tracked.
Employee Strength and Employee Attrition reports cadre wise and post wise of respective offices of concerned Departments can be prepared.Easy and transparent transaction process between Employee and Government.Identification of employee’s expertise for better utilizationIncrease effectiveness in recruiting process.

HRMS maintains a complete database of employees of Government of Orissa having GPF No. and PPAN No. It contains all information available in Service Books.
Out of 3.35 lakh employees, Service Books of 3.31 lakh employees have been captured at 72 Data Entry Centres. Around 1200 Data Entry Operators have been engaged by 52 Data Entry Vendors in 30 Districts as well as at State Headquarter.
Only a Computer System with net connectivity and a web browser is required to access HRMS. HRMS is now available in URL address http://apps.hrmsorissa.gov.in/. So, after getting Use-ID and password, one can login into HRMS and see his/her Service Book.
Orientation of all Drawing & Disbursing Officers (DDOs) and Establishement Officers of all Departments and Districts on HRMS were undertaking by OMGI.
User-Id and Password have been provided to employees of 14 Departments whose Service Books have been authenticated.
Section Officers/Asst. Section Officers/Assistants dealing with establishement and Service Books matter of these 14 Departments have been trained to use the System. The basic training was on updation of Service book entries.
In the first phase ID and password to the departments of 14 departments has been given. These departments are Information Technology department, Science and Technology department, Planning and CoOrdination deparment. Information and Public Relation department. General Administration and Pension Administration department, Energy department, Excise department, Tourism and Culture department, Sports and Youth services department, Steel and Mines department, Textiles and Handloom department, General Administration department, Transport and Commerce department.
Among others Higher Education, Tourism and Culture Minister Devi Prasad Mishra, Home Secretary U.N.Behera, Special Secretary of General Administration Bijaya Arora were president. The Chief Secretary Bijaya Kumar Patnaik presided over the Occasion.
