Apparently, Muslim men are not supposed to have contact with other women other than family members. This means no touching of any kind, including hand shaking. Evidently, Michelle Obama didn’t know about this and offered to shake Tifatul Sembiring's hand and she did. He claimed she forced him into it and is now in a difficult situation.

He is quoted here: "I tried to prevent being touched with my hands, but Mrs. Michelle held her hands too far toward me so we touched."

I would call that being diplomatic, if he indeed didn’t feel comfortable taking her hand but did it anyway. I doubt she grabbed him forcibly and shook his hand off his wrist. However, it is interesting how certain cultures customs are, and what we feel is friendly contact may be misinterpreted somehow.
