topix: hard hitting news or malicious gossip?

Topix.com, "the world’s largest community news website", is supposed to focus around news, celebrity, health, and industry stories. One of the most alluring things about Topix is how it is subcategorized into each city or town in America. For example, if you live in Hugo, Oklahoma you go to Topix.com and it will show you news and forums by people in your area, same for someone in Waverly, Ohio only they would see news from their area and not Oklahoma's. Seems pretty innocent, Right? Wrong.

As it usually happens with great ideas, people tend to take them too far. Instead of stories about new businesses, crime in the area, court cases, or even celebrities, it has turned into a place where people can gossip about others in their area, post hurtful rumors, and give those with a narrow mind an oppertunity to spread hate. This is shown with posts like: "Tired of this baby daddy trash" which opens with "I'm a business owner and am sick to death of the trash who want to talk about their "baby momma" or "baby daddy" while trying to do business. Are these people COMPLETELY illiterate, or just stupid?", or "hot chicks in (town name here)" which then goes on to read "are there any?" and posts that list peoples name and slander them with lies and things that aren't anyone's business, especially a whole population.

My question is, where are the moderators on this site? Truth is, it seems like Topix really doesn't care what goes on or who's hurt, the only way to get a forum down is for the person it's about to pay money to have it removed. This site's many users have slandered whole families, ruined individual reputations, and made an oppertunity for Trolls, a person who's main goal online is to start controversy, to upset almost entire cities. Topix is very much aware of this, but instead of putting in moderators and enforcing their terms of serivce they see it fit to make the victims pay to have things removed. I believe that if Topix doesn't begin to enforce their terms of service they should just get close down the site. I'm not sure how they sleep at night
