Too Many Homeless in Duluth Minnesota?

Today while shopping and visiting in Duluth, Minnesota, i saw a homeless man holding nothing but a sign that read, "please give me money", and the clothes on his back. At first, this was a real set back, i'm not used to seeing people with no where to go begging for change. So what does this mean? That there aren't enough places for people like this man to go when he has no other option but the streets? Good thing i live in Wisconsin.
