Haiti: give like no one else

The Haitian people do not want to leave Port-au-Prince (PAP) because they have noticed the humanitarian and donor-community's obsession with PAP. All aid and "reconstruction" planning efforts seem to target PAP...a major weakness of all these plans.

The government's reaction should not be - ‘they don't want to leave so let's build slums (or whatever they call them) and try to manage the situation before the rainy season or next election'. The reaction should not be ‘let's appease these people so that my competition do not take advantage of the situation'. The reaction should be - what can we do to encourage a great majority to move back to the other Departments (and remain there) - in a safe and productive way (that was their first reaction anyway until they realized the humanitarian community did not have the sense to give serious considerations to anywhere else in the country but PAP. What is that all about?!)
