Icacu, International child abduction unit for England and Wales and been the government entity to prevent International abduction has now been sued for aiding and abetting kidnapping of Sebastian Pavon Cuellar, a baby of 8 months old kidnapped in violation of an international settlement agreement under Hague Convention Proceedings where the child was to remain in Mexico.
The Child was abducted the same day the settlement agreement was executed with the central authorities of Mexico (Equivalent to ICACU in Mexico) time when the mother requested a DNA test of the baby to determine who is the father of the child, but fled the country before it took place.
The Possible father of the baby, Daniel Pavon Cuellar filed his application under the Hague convention of children abduction with the United States Central authorities, who immediately and without delay send it to Icacu around on late May 2008.
Icacu purposely delayed the application and requested additional documents from the father who promptly sent such records of evidence on July 2008. A total of 1 kg 100 grams of evidence records.
But Icacu disappeared his application and the 1 kilogram 100 grams of evidence records of the father and apparently took no action on the return of the child, been itself against the international treaty of the Hague Convention.
Then placed a solicitor named Carolynn Usher to act on behalf of the father, but without the father knowlege who filed an originating summons full of lies backing up the perjuries of the abductor.
Icacu also notified the solicitors of the abductor, The Brethertons, who immediately filed documents to obstruct the treaty
Justicedenied the return of the child because it had been over a year.
Now, ICACU International Child abduction unit is been sued for aiding and abetting kidnapping and conspiracy to; fraud, and the largest theft of art in History.
The Acts of ICACU are in Breach of an international Treaty, but also of criminal nature. This case also involves fraud and murder and Icacu, including Matt wood are now jointly and severally liable.
The case will be heard on March 2, 2010 by Honorable Justice Hedley.
