When should you submit to authority?

Sorry, i'm not a mom...but at my church there's been a discussion about submitting to authority....somewhere in the Bible, it says you should submit to ALL authority. But then how come Martin Luther (not MLK jr...) defied the Roman Catholic Church when he was a monk/brother/father? himself. If he knew the Bible, probably inside and out, why would he argue against the church even to the point as to when they would kill them?
