Dr. Mohamed ElBaradei, head of the International Atomic Energy Agency and winner of the Nobel Peace Prize for the first time in a clear and explicit about his willingness to run for president of Egypt, said: "It must be a basic guarantee that the elections scheduled in 2011 will sound before agreeing to fought.
