It was determined today that off-duty NYPD detective Kevin Spellman was blind drunk when he ran over and killed an elderly Bronx woman as she pushed a shopping cart filled with returnable cans and bottles around 6:30 am. Friday.Spellman refused a Breathalyzer test at the scene of the accident. It took the police more than five hours to draw blood from Spellman at a nearby hospital. Even after the five hour lapse, his blood alcohol level was extremely high. He registered a 0.21, which is two and a half times the legal limit of alcohol in his system to be driving a vehicle.The 22-year veteran finished his shift at midnight, around six hours before he ran over Drane Nikac who was walking along the street pushing bottles and cans to be recycled.Spellman, 42, is out on a $100,000 bond. He's been charged with DWI, vehicular homicide and criminally negligent homicide.
