The country’s Electoral Commission has declared Afghan President Hamid Karzai the winner of the country’s Second Election after it decided to scrap a planned run-off ballot. The move comes just one day after Karzai's only challenger, former foreign minister Abdullah Abdullah, declared his withdrawal from participation in the November 7 poll following a fear of a repeat of extensive fraud which mutilated the first round in August this year.
Independent Election Commission chairman Azizullah Ludin said that the move had been made in line with the provisions of the Afghan electoral law and constitution and "consistent with the high interest of the Afghan people and to save money, citing "the huge expense that the election requires" and for security reasons.
