The Ares I-X test rocket sits atop launch pad 39B at the Kennedy Space ...

Cargo ship enters hazard zone of the Ares 1-X rocket launch just off the Kenedy Space Center causing NASA to scrub the lift-off. Because these rockets carry toxic chemicals as fuel no ships or boats or airplanes may be in the hazard launch zone.

Upon restarting the 4 minute count-down clock a high cloud passed directly over the launch pad causing NASA again to scrub the lift-off. These clouds can interfere with radio communications with the rocket which presents another hazard - if the rocket where to veer off course there would be no way to correct it or send a command to self-destruct.

    NASA isn't streamlined or focused enough to get this sort of thing done within a reasonable timeframe and budget. One of three things must happen: either their budget must be increased dramatically, their mission to return to the moon should become the sole focus of the agency, or the current timeframe should be scrapped altogether.
