PRO CALABARZON to employ maximum deployment of personnel during “Oplan Kaluluwa”

To ensure a peaceful and orderly observance of All Souls and All Saints Day, PRO CALABARZON Regional Director Police Chief Superintendent PERFECTO P PALAD, directed all the five Provincial Director of the region to employs maximum deployment of personnel during All Saints Day Celebration and implement of “Oplan Kaluluwa” of the Regional Office. The Oplan aims to provide maximum security coverage and public safety service to include security assistance along highways and major thoroughfares, and traffic management along routes leading to cemeteries and other places of convergence. Residents from highly urbanized areas like Metro Manila will use the long weekend to visit their deceased loves ones, their families and relatives in the provinces thus; travelers are anticipated to troop their provincial destinations from October 31, 2009 to November 3, 2009.

PRO CALABARZON will intensify the conduct of police visibility/security patrol in all places where large gatherings of people are expected particularly in seaports, transport terminals, cemeteries and churches; provide maximum security coverage and public safety services to include security assistance along the highways and major thoroughfares and traffic management along routes leading to cemeteries and will establish Public Assistance Center along major highways, cemeteries, seaports, bus terminals and popular resorts in coordination with concerned LGUs and Non- Government Organization in the region.

Likewise PRO4 CALABARZON regional staff will be designated and dispatched at the duration of the celebration from October 31 to November 3, 2009 as area supervisors. All Provincial Directors will implement a more active measures against terrorist who may conduct lighting attack on vital installations; Likewise Chief of Police of Municipal and City Police Station will monitor and strictly implement the prohibition on the carrying of bladed weapons, liquor and other banned items inside the cemetery; Establish/implement Barangay-based security plan to address unattended houses as members of the family is expected to go to cemeteries.

“PNP CALABARZON will ensure strict implementation of the above measures for a safe All Souls and All Saints Day celebration in the region,” Palad said.
