Donate Iran agrees to draft nuclear deal A draft agreement proposed by the International Atomic Energy Agency that will see much of Iran's enriched uranium shipped elsewhere for processing has been accepted by Iran, Russia, France, the U.S. and the UN. Per the available details from the draft, the International Atomic Energy Agency would move a majority of Iran's uranium to Russia for enrichment, then ship it to France for the addition of cell elements to create fuel rods for a peaceful nuclear reactor.

UN Dispatch - Ban looks to ensure fair Afghan election
UN Secretary-General Ban Ki-moon assured more than 200 election officials in Afghanistan will be replaced before the runoff election in a massive effort to ensure a fair and legitimate presidential election. Those 200 election officials were recruited by Afghanistan's Independent Electoral Commission, which is tasked with arranging a fair election. CNN (10/21)
- AU to protect Africa's internally displaced
The African Union will vote this week on a convention to compel African countries to prevent mass displacements, work toward long-term solutions and guarantee the human rights of displaced peoples within their borders. - Africans seek asylum in Israel in dangerous migration
According to UN and human-rights officials, the number of African migrants seeking asylum in Israel is growing rapidly, with 400 to 600 refugees each month crossing over from Egypt -- one of the deadliest border crossings in the world. The mostly Muslim Africans seek jobs and escape from persecution, risking an Egyptian policy that authorizes border guards to shoot anyone seen trying to cross the border. The Washington Post (10/21)
- Social workers released by bandits in Sudan
Irish social worker Sharon Commins and her Ugandan colleague Hilda Kawuki were released by bandits who held them hostage in Darfur for more than three months after their governments refused to pay any ransom for their release. - HRW: Sri Lanka failing ethnic Tamil civilians
Sri Lanka needs to speed up the release of 270,000 ethnic Tamils still housed in overcrowded, squalid camps months after the end of warfare, Human Rights Watch says. Sri Lankan officials say the delays are related to the time needed to process individuals for links to the defeated Tamil Tiger rebels and the need to demine villages in the former conflict zone. - Inhumane prison conditions worldwide, UN official says
Most of the 10 million people incarcerated in prisons worldwide are forced to endure conditions that are "violating human dignity," Manfred Nowak, United Nations special rapporteur on torture and other forms of cruel and inhumane treatment and punishment, said. Overcrowding, starvation, lack of medical treatment and physical assault are among the most widespread problems, Nowak warned in a report to the UN General Assembly. - Report tracks Uighur disappearances
More than two dozen Uighur men have disappeared after being seized by security forces after ethnic riots in western China in July, Human Rights Watch says in a report. - Gang violence hits new heights in Rio, site of 2016 Games
Drug traffickers in Rio de Janeiro shot down a police helicopter just two weeks after the city was named the site of the 2016 Olympic Games -- the first in South America. Brazilian officials fear the perception and reality of drug violence, in particular in Rio, could hamper the efforts of investors looking to raise money for Olympic infrastructure. The gang and drug-war violence of Brazil will be the subject of a new film by Jon Blair, for which he accompanied 850 special-unit police on a mission to recover bodies of traffickers ritually burned after a gun fight between gang and police forces. - Iran takes a swipe at France
Iranian officials snubbed France at a meeting on a deal to enrich the country's nuclear fuel abroad, arguing French representatives were not needed in the room and insisting France be excluded as a supplier.
