The mayor of Moscow is planning to use the air-force this year to dump a chemical compound into nearby clouds to effectively force the clouds to snow before they reach Moscow. This will effectively control the weather and prevent major blizzards.

Moscow promises no snow for this upcoming winter. They will fly jets over the capital, and release a mist that will prevent the clouds from coming anywhere near it...like a forcefield.
