I guess Barack Obama and his administration should get credit for being consistent if nothing else when it comes to democracy and human rights. They have appeased Russia and shown that bullying is allowed, are bullying , talk with Turkmenistan and Burma, while refusing to meet with the Dalai Lama, says they aren't concerned about human rights to China, and are cutting off funding to the Iran human rights document center.. Given that record, the news that the administration is taking a "softer" approach on Sudan should come as no shock.
The rollout will end a fierce internal debate between Susan E. Rice, the ambassador to the UN, and Retired Major General J. Scott Grafton, special envoy to Sudan. Grafton wanted to ease sanctions while Rice wanted to take a harder line. The new policy will focus on "pressure and incentives."
Grafton will not be in the negotiations. Last month, he infuriated human rights advocates by saying that he wanted to give the government "coockies" and "gold stars." He also replies to the charge that genocide is ongoing by saying that we're seeing the aftermath of genocide.
