Friday is the date for states like Ohio, who want to snag a slice of the $8 billion national high speed rail funding pie, need to submit a proposal the Federal Railroad Administration (FRA) explaining why their project should be funded in this, the first round of a new commitment from Washington to build new passenger rail routes where none existed or re-establish service on tracks that haven't had steel wheels carrying passengers roll over them for decades.
