WASHINGTON—The Center for Biological Diversity reports Tuesday, September 15, 2009:

The Department of Transportation and the Environmental Protection Agency today teamed up to announce details of the first national plan to regulate greenhouse gas emissions from cars, light-duty trucks and SUVs. Together, these vehicles are responsible for almost 60 percent of all U.S. transportation-related greenhouse gas emissions.

According to the EPA, if implemented the rule would reduce greenhouse gas emissions by 950 million metric tons and save some 1.8 billion barrels of oil over the lifetime of the covered vehicles when compared to a business-as-usual approach.

“The proposal to regulate greenhouse gas emissions from vehicles under the Clean Air Act is a historic step in the fight against global warming,” said Vera Pardee, a senior attorney at the Center for Biological Diversity. “The Clean Air Act is our strongest and most successful tool for reducing air pollution, and will now be put to work together with our fuel economy law to reduce greenhouse gas emissions, protect the air we breathe, and save consumers money.”

The proposal is the first time greenhouse gas emissions will be regulated under the Clean Air Act, and it will have a significant impact in slowing the rise of U.S. emissions. But the proposed standards will still leave the U.S. far short of the vehicle standards already achieved today by other countries and needed to avert dangerous levels of global warming.

The proposed rule also increases national gas-mileage standards for these vehicles by about 5% per year with the standard reaching 35.5 mpg for model year 2016, ahead of the existing deadline to achieve 35 mpg by 2020. Despite the increase, the Administration’s proposal even for 2016 fails to accomplish what the European Union, Japan and China are achieving today, at approximately 43.3, 42.6 mpg and 35.8 mpg, respectively. Until the standards are further strengthened, the battered U.S. auto industry will likely remain last among its international rivals.

In November 2007, the Center for Biological Diversity, other NGOs and over a dozen states won a landmark court victory overturning the Bush administration’s fuel economy standards for model years 2008-2011, in part because of the administration’s failure to consider the impact of greenhouse gas emissions from the regulated vehicles. New, but still inadequate standards for model year 2011 were proposed by the Bush administration and finalized by the Obama administration, and once again challenged by the Center for Biological Diversity in court in April, 2009.

“While today’s proposal can and should be strengthened, we hope that it marks a turning point away from the fundamentally flawed approach to fuel economy and greenhouse gas emissions used in the past, towards the rapid progress we can and must achieve to reduce greenhouse pollution and slow global warming,” said Pardee.

    Although the new US standards are below the standards of other countries, they are still better than nothing. Hopefully a lot of progress is made and the goals are met by the deadlines.

    Most people enjoy the comfort of their large Suv's and big cars. No one wants to drive around on lawn mowers with seats especially in support of Global Warming hearsay. Global Warming scare tactics will not change the driving habits of people, the government cannot dictate what types of vehicles people need to drive. These small cars that the government wants GM to produce, are death traps. The mortality rate for head on collisions on these types of vehicles is 5 times that of a regular or midsized vehicle.People are not going to risk safety for the sake of reducing c02 emissions by an insignifican percentage. When China & India decide to come on board and join the cause, maybe then this movement will have more bite.

    Redhanded101, please don't make such broad statements. I am happy to drive a more efficient vehicle, to keep fewer lights burning, to recycle my glass and plastic, cardboard and newspapers. I'm not willing to gamble that scientists and observers around the world, who note escalating changes in the Earth's temperature, habitats, chemistry and wildlife, are all just part of some colossal hoax. The fate of our planet warrants more consideration than that.

    You make some great points, but where Red is concerned, you can save your breath.

    The moment a person makes claims about human exhaled C02 contributing to global warming, as Redhanded101 has done, their credibility to offer anything of substance on the issue flies right out the window.

    Can you answer one question for me, because the author of this piece apparently has a dislike for anyone that challenges or raises questions against her thesis.

    Why should I or any other person that is still skeptical about the effects of Global Warming put their trust only on the words of scientists that are making strong cases both for and against Global Warming?I have to tell you, there is as much good, well reasearched data out there that debunks the entire Global Warming Issue.

    I agree that that there is some impact to our environment as a result of co2 emissions, but we are still in the infancy stages of saying with 100% certainty that Global Warming is exact science.I recycle and I shut off my lights as well to save pennies here and there. But I am not trading in my big car just yet.

    I was around in the 70's when Time magazine was warning of the next Ice Age and it never panned out. We do know that the surface of the ocean has cooled and the Earths temparature over the last 11 years has dropped .74% I know you will tell me that perhaps this data may be flawed and inaccurate, but I can surely counter with the same argument when presented with similiar stats and data in support on Global Warming.I just think we need to slow down a little and not rush into any conclusions yet.

    Climate change has occured for thousands of years and it will continue to do so.I am coming at it from the point of the increased costs and indirect taxes that will be passed on to consumers as a direct result of Cap & Trade.

    Redhanded101, good questions. The issue IS confusing for bystanders, especially due to conflicting studies. I'd ask you to 1) see who is funding/promoting the no-warming studies. Utility companies? Oil interests? Charismatic talk show hosts supported by fanatical followers? Not the scientists I’ve spoken with at planetariums and museums, who have NOTHING TO GAIN FINANCIALLY from the results of their studies. 2) We ARE currently entering a mini-ice-age. Unlike weather, climate and Earth rotation/orbit cycles, are reliably tracked and predicted. The fact that we are NOT cooling as we should be, but are in fact warming, is the biggest danger sign of all. At this point it is not even a matter of slowing or stopping it, but REVERSING the warming trend, as the current heat build-up will not stop for decades on its own.     It's funny, seems like the same things have been stated over & over again to detract from the absolute evidence of global warming. I greatly appreciate that Delilah & Birdpond are patient enough to address these ridiculous comments. I lived in a home with someone that argued that way & learned that responding to him only made him argue more. I am grateful that you keep giving us this information & hope that many people to comprehend the absolute evidentiary facts that are presented, thanks for the info., yer pal Mel Bell.
