Stranded on the highway, pay a fine

When any motorist gets stranded in the highway due to running out of fuel, he causes traffic bottlenecks and is considered to be a nuisance – that is not accepted on highways. As many as 148 vehicles, including trucks, ran out of petrol on the Auckland highways during a three-week period in July-2008. When police receive phone call from stranded motorists, they try to reach the spot at the earliest but, in any case, there is a minimum amount delay – in that period, and traffic congestion takes place which is not desirable. Therefore, motorists should always carry extra fuel in jerry cans when venturing out on highways. In case they do not, they would have to pay hefty fines.

Isn't a bit illogical? Because the way I see it, the police should help the poor stranded motorist instead of asking for fines.

I agree with grid_runner22. Why does the stranded motorists needs to pay fine if they'd experienced inconvenience?

It is our duty to check our vehicles before traveling, as a motorist we need to be responsible, I will paying fine if the reason is I run out of gasoline but other than that reason, i don't think so.
