To whom it may concern, I am a 2006 greencard Dv lottery postulant from west Africa Son of an ambassador of the Republic of Ivory Coast ( Cote D ' Ivoire) Ivory Coast ( cote d ' ivoire ) student in a U.S University .In order to be admitted at the U.S University I showed proof of my high school diploma and TOEFL score which led to the issuance of an F-1 visa .On June 2005 I received a letter saying that I won the greencard DVlottery and started all the process.....On April 2006 I had my Interviewgoing on......This is what happened :During the interview the Consular officer told me that I don ' tqualify because there is a problem with my high school diploma ? Then I asked the Consular officer what is the problem ?and she told me that I am an Ivorian citizen from cote d ' ivoire and the diploma is french therefore it is suspiscious ! I told her that I am a son of an ambassador and therefore we have been living in Several countries and she replied that she doesn ' t care but I told her that not taking that in consideration would be unfair because it justifies why I don ' t have an African Diplomas ! I told her as well that I am coming from a french speaking country and having french diploma is very common over here due to the cultural and linguistic ties that we have between cote d ' ivoire and France. France colonized cote d ' ivoire !!! Exactly like the U.K and U. S did ! she added that if I was able to show evidence of my high school diploma she would approve the visa but yet I was never given opportunity to show evidence of my high school diploma . she handed me a paper explaining the reasons of my permanent resident visa denial ! it was clearly written that I was denied visa for not having high school diploma ! which is false since i had my high school diploma . I gave her all my high school references with the school name and adress ,phone number and even fax number and nothing was done and this was ever sinceMay 2006............! A fax was sent by my school sayibg thjat I completed successfully my high school diploma and it was never taken into consideration ! After that I sent a registered letter to the chief Consular Officer and he never responded .......I showed them that I studied in a U.S University and that I registered with a high school Diploma . they never took that in Consideration After that each time I attempted to go to the Consular section they were refusing to receive me and told me that the decision was already made and that if I have issues I ....later on a Verbal note was sent by the foreign Affairs Ministry of Cote D ' Ivoire asking to have my case reviewed since after Inquiry they could certify that I really had my high School Diploma all they had to do was basically to match all the Countries where my father was accredited as anAmbassdor with all the different Institutions that I have been attending..........then the verbl note was sent to the the U.S Consulate in Cote D 'ivoire whose mail service received the letter and signed a copy of the verbal note as aproof of the reception I still have this copy ! ! I called the Embassy and the chief consular officer told me that henever received the mail !! which is a lie ! .......................................A
