Discrimination in US Consular office in the Ivory coast

To whom it may concern, I am a 2006 greencard Dv lottery postulant from west Africa Son of an ambassador of the Republic of Ivory Coast ( Cote D ' Ivoire) Ivory Coast ( cote d ' ivoire ) student in a U.S University .In order to be admitted at the U.S University I showed proof of my high school diploma and TOEFL score which led to the issuance of an F-1 visa .On June 2005 I received a letter saying that I won the greencard DVlottery and started all the process.....On April 2006 I had my Interviewgoing on......This is what happened :During the interview the Consular officer told me that I don ' tqualify because there is a problem with my high school diploma ? Then I asked the Consular officer what is the problem ?and she told me that I am an Ivorian citizen from cote d ' ivoire and the diploma is french therefore it is suspiscious ! I told her that I am a son of an ambassador and therefore we have been living in Several countries and she replied that she doesn ' t care but I told her that not taking that in consideration would be unfair because it justifies why I don ' t have an African Diplomas ! I told her as well that I am coming from a french speaking country and having french diploma is very common over here due to the cultural and linguistic ties that we have between cote d ' ivoire and France. France colonized cote d ' ivoire !!! Exactly like the U.K and U. S did ! she added that if I was able to show evidence of my high school diploma she would approve the visa but yet I was never given opportunity to show evidence of my high school diploma . she handed me a paper explaining the reasons of my permanent resident visa denial ! it was clearly written that I was denied visa for not having high school diploma ! which is false since i had my high school diploma . I gave her all my high school references with the school name and adress ,phone number and even fax number and nothing was done and this was ever sinceMay 2006............! A fax was sent by my school sayibg thjat I completed successfully my high school diploma and it was never taken into consideration ! After that I sent a registered letter to the chief Consular Officer and he never responded .......I showed them that I studied in a U.S University and that I registered with a high school Diploma . they never took that in Consideration After that each time I attempted to go to the Consular section they were refusing to receive me and told me that the decision was already made and that if I have issues I ....later on a Verbal note was sent by the foreign Affairs Ministry of Cote D ' Ivoire asking to have my case reviewed since after Inquiry they could certify that I really had my high School Diploma all they had to do was basically to match all the Countries where my father was accredited as anAmbassdor with all the different Institutions that I have been attending..........then the verbl note was sent to the the U.S Consulate in Cote D 'ivoire whose mail service received the letter and signed a copy of the verbal note as aproof of the reception I still have this copy ! ! I called the Embassy and the chief consular officer told me that henever received the mail !! which is a lie ! .......................................At last another Verbal note was sent by Cote d ' Ivoire Embassy inWashington DCto the DOS on my behalf in order to ask U.S Consulate to review myfiles since after Inquiry the Foreign Affairs of my Country could certify that I really had aFrench High School Diploma ! The U.S Consular Section in Abidjan claimed that they never received it ! I have used all the Administrative procedures and even all theDiplomatic possibilities in order to get my dv greencard Visa ............Now the deadline is over and it is clear that U.S Consulate in Abidjan refused to review my files even tough Two verbal notes were sent on my behalf forthat specific purpose ! I really feel as as I was victim of racism because if I was a Caucasian from Poland , France , or Ukraine I am pretty surethat by now I would have had my Greencard Visa !The Ambassador of Cote D ' Ivoire in The U.S in Washington DC asked the State Department to review my files since I was unfairly treated and therefore disqualified it was a real psychologicaltorture ! I was asked to prove that ever since high school I was a straight Astudent in order to qualify for the Green Cad lottery which is absolutely not a requirement .!.......... and this is against ' ''The principle that government must not discriminate against particular individuals because of the color of their skin or the place of their birth means that the use of generalizations based on these factors is unfair and unjustified. in 2007 I contacted former Senator Obama 's office in chicago , this is what happened ! : On May 1 2007 he answered my request through his immigration assisstant Mrs Jenna pilat who asked me to fill out a Privacy Act Release form , which I did . in june 2007 I requested to my School in France (europe ) to send my high school transcript to former Senator Obama's office in order to have it sent to the US Department of State as a proof that I really had my high school diploma and my high school diploma Certificate of Achievement ! in july 2007 I had confirmation by Mrs jenna pilat that my School in france sent my high school transcript and my high school diploma Certificate of Achievement to former Senator Obama's office ! which is a proof that I really had my high school Diploma ! On Wednesday, August 22, 2007 I had the final answer saying that former Senator Obama 's office has been informed by the U.S. Department of Homeland Security and the U.S. Department of State of their refusal to reopen the case ! This situation I experienced is unfair and illegal ! I spent about 1500 dollars for the visa processing, the medical examination, the translation of my documents etc.... and on top of that I was denied for a high school diploma I really had ! What can we do ? Since I was victim of unfair and grave mistake and mistreatment ! Is it possible to ask for a private immigration bill granting me permanent residence since President Barack Obama is already aware about the case and he received the proof that I really had my high school diploma ? Secondly Is it possible to press charge against the State Department for diffamation, mistreatment and negligence .. ? or to describe errors by the US embassy and the us state department which led to a greencardlottery visa denial is it possible to point out that the immigration officer decision was not fair ? and to point out that after several errors and miscommunication by immigration officials they ordered to deny the greencardlottery visa or do you have another remedy ?
