The new elections that will soon take place in Afghanistan have captured everybody’s attention in the country, even the Taliban. Although they are not directly involved in the elections, nor have a candidate, they have released a new military code of conduct, approved by Mullah Omar, the Afghan leader.

It has thirteen chapters and 67 articles and it appears to be a line of conduct for the whole Taliban movement.

Shaped as a pocket book with blue cover it is meant to provide directions and guidelines of conduct for: asylum, prisoners, civilian casualties, suicide attacks, unity and relations with the Afghan people. One of the main news channels has already obtained a copy of the Taliban's new military code of conduct and released it in the news.

According to this Code of conduct “"Governors, district chiefs and line commanders and every member of the Mujahideen must do their best to avoid civilian deaths, civilian injuries and damage to civilian property. Great care must be taken" and "Whenever any official, soldier, contractor or worker of the slave government is captured, these prisoners cannot be attacked or harmed”.

"Suicide attacks should only be used on high and important targets. A brave son of Islam should not be used for lower and useless targets. The utmost effort should be made to avoid civilian casualties."
