Duncan v. Schwarzenegger - wrestling for education stimulus dollars for California

Will California see any of the new federal stimulus dollars, "Race to the top?" Today's speech by Arne Duncan, US Department of Education Secretary, brewed more frustration by Duncan against California. Duncan has long criticized California's education system calling it "ridiculous" and "mind-boggling." California is at risk of losing precious federal aid dollars, that is the bottom line.

There has been ample warning of federal officials' position toward California's governing administration. On May 22, 2009, in a speech in San Francisco, Duncan accused California of leading an education "retreat." Duncan pointed out that California, "once had the best education system." On March 17, Congress sent Governor Arnold Schwarzenegger a warning letter warning about spending federal stimulus money, "It has been suggested that the state has some ability to intercept the [stimulus] dollars. It does not – and it is the intent of Congress that local education agencies may determine how to spend that fund." Speaking about California, on March 21, 2009, Barack Obama said that "transparency will be a hallmark of his presidency. After all of the warnings and criticisms aimed at California's education plan, California is still not in compliance to receive further stimulus money. At issue now is a California law that disallows measurement of state test scores to evaluate teacher merit.
Duncan contends that California has one of the worst record-keeping and data collection systems in evaluating teachers and schools.

Arne Duncan has been pushing for education reform nationally, but California has been a sticking point for the nation's compliance in utilizing the stimulus money. Because of misuse of the money by certain governors, Duncan has changed the way that the money will be distributed. It will be apportioned in grants based on applications and assurances of the allocation and spending of the federal money toward local education agencies.

It is rumored that Duncan will pay out education stimulus money through grants competitively, now only to a few states that qualify.

Rewriting California legislation for compliance to receive the stimulus money will be difficult in light of the teachers unions' collective bargaining agreements and the complication of changing legislation which has been said could cause confusion within the education codes. California's administration denies that legislation needs any revision in the first place, claiming that Duncan might have misinterpreted the California law in question.

Another matter to clear up is California's record keeping system that would help to evaluate and pinpoint education gaps. There has been no word yet from California's Department of Education or Arnold Schwarzenegger's office with respect to upcoming changes in record keeping and/or legislation.

Maybe California just needs some cauliflower to go with the cornucopia of compassionate generosity? Are we open to that? Are we capable of using step ladders instead of reputation fladderers? Up in the mountains of a crazy cool tomorrow, motions for mankind cohesively come with the wind and Washington blossoms in the rain, so why not share stimulus with a lust-free mentality more likely to share shade under a big madrome tree with prayers for cooler weather. No wonder so many are now homeschooling. With the amount of people now involved in education, and the curriculums now so out of whack in even teaching the basics anymore (civics and government classes now do not include the Constitution, or much American history at all, simply promotion by the teachers of those trips to Washington for $3,000 a pop), I so regret having my kids go through the school system, and would home school them today in an instant and go on welfare if I had to.

Phonics is gone, so kids use "memory lists" and graduate not knowing how to look up a word, or sound one out that they don't know. Much more time and effort now goes into science, but leaves out creationism as an "alternative" study to evolution due to the ACLU removing all religion and religious references from our schools and universities - which has tremendously impacted our culture and society in general, that's evident.

Get the lawyers and politicians out of our schools, that is the best "stimulus" ever, and back into the hands of the community and parents that are funding them through their property taxes primarily.

And no teachers should be allowed to unionize. Unionization of public taxpayer paid employees is ridiculous. They are using my tax money to pay their union dues to lobby in order to get more of my tax dollars?

California and those other blue states are really in denial and delusion. No wonder our taxes are now out of sight. Public employees unionizing? The founders would be rolling.

The local PTA boards and such should be involved in determining teach salaries, and teaching is a part time job actually, since most now have student assistants correcting homework, and have at least two months off and one in-service day a month. And whose salaries also have far exceeded the CPI, and as public employees really unbelieveable affored the "right" to unionize as state employees to begin with. Although before any of those "pork" and grants are handed out to NGOs, the basic governmental bills should be paid out of those public sums, which include the schools and teachers.

Maybe Arnie is brokering too many deals with Donald Trump, since his kids go to private school, after all, and yet the taxpayers are paying for HIS health care benefits.

You would think that those that are independently wealthy or whose annual income exceeds the median wage in this country would look at public service for what it is, and "serve" and forego their salaries and make the "sacrifices" that the GM plant workers in Detroit were just made to do.

Cough it up, Arnie, and you and Maria could pay about 100 of those teachers salaries this year, and still have a comfy retirement.

Meaning, how much does he make in salary anyway? I heard he cut salaries of a great many state workers, but did he also take one? Or at least reduce his carbon footprints and expense account any?

I don't understand why California won't comply with the national education board. Is it because change is too hard and the state is comfortable with what they have at the moment? Is it because they really heartfeltly believe that their education system is not lacking? If it is the latter, I mean, Duncan has pretty much spelled out the egregious problems in California's education system, namely bad book-keeping, poor teacher evaluation methods and I'm sure other specifics like what actually is being taught in schools.

Anyhow, so Duncan's plan is to only give federal stimulus money to states that comply to the national education requirements? I guess, in a way, this makes sense because, at the national level, such people have figured out what makes education run smoothly and if at the state level, states don't comply, education throughout the United States will be variant and confusing. However, I don't know if the people at the top HAVE discovered what makes for the best education for students. It is a lot of politics, and our students and our future is suffering from the confusion, poor quality and lack of unity.
