The United States Central Intelligence Agency (CIA) can be considered a terrorist organization according to both international and American definitions of terrorism.

Since September 2001, U.S. President George W. Bush announced that he would use all his resources to fight terrorist organizations and declared a war on terror, which he legally cannot do, since according to the United States Constitution only the Congress can declare war, and it must be declared on a specific source.

Terrorism is a general term used to describe violence or other harmful acts carried out for achieving political ends. Most definitions of terrorism include only those acts which are intended to create fear or "terror," are perpetrated for an ideological goal (as opposed to an attack by a "madman"), and deliberately target "non-combatants." According to the United States Federal Criminal Code, Chapter 113B of Part I of Title 18, terrorism is defined as

“activities that involve violent ... or life-threatening acts ... that are a violation of the criminal laws of the United States or of any State and ... appear to be intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and ... (C) occur primarily within the territorial jurisdiction of the United States ... [or] ... (C) occur primarily outside the territorial jurisdiction of the United States."

The U.S. Congress created the Central Intelligence Agency in 1947 with the passing of the National Security Act. The official duty of the Central Intelligence Agency is to serve as an intelligence gathering agency.

The headquarters of the Central Intelligence Agency is located in Langley, Virginia, and was designated as the "George Bush Center for Intelligence” by the Clinton Administration. Former President George Herbert Walker Bush was Director of Central Intelligence from Jan. 30 1976 to Jan. 20 1977.

In reality, the CIA does not only gather information but consistently targets and engages in covert operations, psychological operations, and acts of terrorism both domestically and internationally.

CIA past operations and activities

  • Operation Phoenix was an assassination program conducted by the CIA during the Vietnam conflict. Its objective was to eliminate Vietnamese who might oppose the U.S but also to terrorize the entire population of South Vietnam and to suppress opposition to the occupying U.S. forces. Over 20,000 Vietnamese were murdered, often at random.
  • During the 1980s the CIA used profits from its cocaine smuggling activities to finance the Contras in Nicaragua who were responsible for the murders of tens of thousands of civilians, and it attempted to disrupt the country's economy, in order to destabilize the legitimate Sandinista government. For this, the U.S. was condemned in the World Court for "unlawful use of force," and it rejected a U.N. security council resolution calling upon it to observe international law. We must note that George Bush Sr. was vice president at the time .
  • On Sept. 11, 1973, the CIA planned and organized the military coup d'etat in Chile which overthrew the legitimately elected government of Salvador Allende and brought to power the regime of General Augusto Pinochet. This regime abducted, tortured and killed thousands of Chilean citizens in an attempt to suppress opposition.
  • It appears that Henry Kissinger, National Security Advisor and Secretary of State in the Nixon and Ford administrations, was closely involved diplomatically with the Southern Cone governments at the time and well-aware of Operation Condor. The first cooperation agreements were signed between the CIA and anti-Castro groups, and fascist movements such as the Triple A set up in Argentina by Jose Lopez Rega ("personal secretary" of Juan and Isabel Peron), and Rodolfo Almiron. The post-junta truth commission found that the Argentine military had "disappeared" at least 10,000 Argentines in the so-called "dirty war" against "subversion" and "terrorists" between 1976 and 1983; human rights groups in Argentina put the number at closer to 30,000. We must note that George Bush Sr, was head of the CIA at the time it began and vice president at the time it ended.
  • Operation CHAOS was the most vicious aggressive domestic surveillence operation conducted on American antiwar groups and activists like Abbie Hoffman, whose objectives were to: 1. Gather information on their immorality.
    2. Show them as scurrilous and depraved.
    3. Call attention to their habits and living conditions.
    4. Explore every possible embarrassment.
    5. Investigate personal conflicts or animosities between them.
    6. Send articles to newspapers showing their depravity.
    7. Use narcotics and free sex for entrapment.
    8. Have members arrested on marijuana charges.
    9. Exploit the hostilities between various persons.
    10. Use cartoons and photographs to ridicule them.
    11. Use disinformation to confuse and disrupt.
    12. Get records of their bank accounts.
    13. Obtain specimens of handwriting.
    14. Provoke target groups into rivalries that resulted in deaths.
  • The CIA was allegedly involved in the April 2002, Venezuela failed coup that tried to overthrow President Hugo Chavez, who was democratically elected.
  • In 2002 the CIA distorted Iraq data to the media in order to justify George W. Bush's invasion of Iraq in 2003.
  • Most recently, former CIA employee, Luis Posada Carriles, who is believed to be the mastermind behind the 1976 Cubana de Aviacion bombing which killed 73 people, walked free from a U.S. court Tuesday following a court ruling for his liberation.

    These are only a handful of operations; there have literally been hundreds and many are still classified as secret by the U.S. government For a time-line checkout here.

    It seems to me you cannot claim to fight terrorism or claim to be the beacon of democracy with an organization like the CIA in your ranks.

    Americans can no longer claim ignorance of the horrors committed by the CIA. They can not allow this guise of “The War on Terror" to continue, since it was started by the CIA a terrorist organization which engages in unconstitutional and illegal behavior.

    The United States Congress has the authority to dismantle the CIA just like it has the authority -- and more than enough evidence -- to impeach the Bush administration on war crimes, illegal wire tapping, and misappropriation of funds. But does it have the backbone or interest to do so?

    I wrote a comment on this that DIDN'T SAVE, and now is gone forever. Basically it went to the tune of...Why hasn't anyone commented on this? Please read this article and see that people in poor countries around the world love the U.S. as a country and the rights and privileges it affords it's own citizens, but reject and despise it's foreign policy. Please comment on this article since it's important and shouldn't be dismissed as anti-US propaganda. It is an explication of facts that turn educated and liberated people against U.S. policy - and not policy with Europe, or NATO countries and Australia, but against countries that cannot fight back. People around the world still respect the U.S., because it is a great country to it's own and because it has done much good and can do so much more. Because Americans are good, honest people who have shit done in their names. This is what Obama sees and is trying to change (I hope).

    Minuetcz, Nice job. While everything you say here is absolutely true, I am afraid our congressmen, senators, governors, cabinet secretaries, law enforcement officials at he DOJ, judges,and even the Presdident of the United States are nothing more than puppets of the ruling elite, the Jesuit General and the Rothschild led central bankers.

    The Americans with the most authority to bring about justice are either corrupt, too afraid to act, or both. It's that old Taxation without representation scenario again. Revolution, perhaps a Ghandi form of peaceful non-cooperation, is the only answer I can see.

    As strange as it sounds, America does not have even one honest and courageous politician. Even Ron Paul now goes along with the Official 9/11 report, which anyone who studies the matter realizes is absolutely ridiculous. No, I am afraid America has become a fascist nation in which the U.S. Constitution is being trashed every day by our highest leaders, including the Supreme Court.

    Minuetcz, keep up the good work. At least we can try to inform as many people as we can about these criminals in the C.I.A. and the traitorous politicians who allow it.

How about a little balance and point out the atrocities committed by real terrorists like, Chavez, Castro, Al-Qaeda, Palestinians, Iranians, Somalians and other rogue leaders.     Ok, so let's run a figure check. About 3,000 people were killed in 9/11. And according to your assumption 10,000 would have been killed. That makes them 13,000 in total (would have beens and have beens). Now 700 innocent people have been killed in Pakistan in the drone attacks till date. Millions more are killed in WAT waged in Afghanistan and Iraq. Let's compare

    13,000 vs. Millions
    Both the victims were innocents. Who decides whose life is worth more?
    If you think logically and say millions then I hug you my friend. If you say the 13,000 Americans then God help you my friend!

    With all my respect to the American people, I am a South american, who have witness many dirty operations by CIA. The problem here is that the Foreing policies of the USA towards others is very BULLISH, they do not engage in an equal terms, and the USA Presidents are the ones that authorized this type of terror operations aboard, in other words if the USA needs something like oil, or any other natural resources they impose or they invade, now the fact is many americans love the American way of life, big houses, big cars great spending, nice vacations etc, etc, all this needs an economy that can support it, and in order to keep with it the USA government need to keep going with their domination of foreign resources, or the use of their military to invade upon others, now it looks very clear, and the new problem is no just the control of politics but the control of survival, the planet can not support the way how Americans live, the global economy will collapse again and again, no ecosystems will stand to the massive consumption of natural resourses need it by the USA. So the question is what the world will do to stop the CIA and the Terrorist tactics they use in order to manipulate others? Americans should take care of their own inside mess, I hope Obama can gradually change it before it gets too late. The equation here is ONE WORLD ONE PLANET ONE HUMAN RACE.

    What about China's consumption and pollution? Yes, they are working toward making it better even there...but of course with little to no human rights - it's a little easier to build a hydro facility and just tell people to move in China than it is here in the US. Please know that not ALL Americans support bullish activities or deny global warming. Most people want nothing more than to be off oil completely. It's a slow process due to corruption everywhere - not just the US.

    The Democratically appointed Chavez has massacred citizens for opposition to his views, arrested and held in detention people based on opposition to his political plan and has been criticized continuously of widespread corruption of the government by forcibly removing FROM the government any person who opposes his position! He has also been accused of controlling the media and of most concern – DENYING SOCIAL programs to people based on political opinion.

    “President for Life” Chavez has decimated the party system in his country, crippled the economics of the country and completely dominates the ruling of any government function. Chavez went directly after the poor by rolling out social welfare programs designed to uplift and gratify the population of Venezuela poor, who quickly became reliant on social welfare programs to survive. The popularity to these social welfare programs allowed Chavez to achieve the monumental task of changing a Democratic society to a Dictatorship.
    When Chavez took office in 1998 he pledged to eliminate corruption and clean-up politics through CONSTITUTIONAL reform. He did this over the decade by slowly taking control of the judicial and central electoral council. By undermining the job security with political pressure, on the electoral council side (Congress) Chavez took over appointments and appointed people to posts. By 2001, government nominees outnumbered the opposition by 4 to 1 and the Government then began the process of reversing Chavez’s pledged original “reforms” and now shifting focus to the judicial branch and the removal of the independence of the judiciary branch. Chavez appointed 12 new judges increasing the branch from 20 to 32 to allow for his domination of the branch and leaving all appointees subject to political influence and interference. In other words… the Democracy had collapsed.

    I guess that was forgotten in your report on the horrors of the United States?

    I could argue several other points in this article as well - but it's obvious from your commentary it would make absolutely NO difference.

    Sorry, till now my comments have been largely intellectually dishonest and just plain outright stupid. At this point I would just like to say, there are people in the world who are angry at the U.S. In their anger they turn to those who can manipulate them. If you do not know why they are angry at the U.S. please research as minutecz has clearly done. He knows and appreciates that while engaging in such acts of covert and overt violence around the world, it is impossible to call anyone else names. So when the U.S. points fingers at China or Pakistan or Sudan or Venezuela etc. no one really listens. Often they mistrust U.S. motives. Many of these people who area angry are also uneducated and angry about their own lives and their own leaders. Leaders like Musharraf or Pinochet who are backed by the U.S. They look at China and say, well the Chinese may be committing human rights abuses at home, at least they're not doing it here. Then they look at the U.S. and say well they're committing human rights abuses elsewhere, so we can't really trust them. It is a trust factor deficit. The U.S. has only suffered one major terrorist attack on it's own soil, and even though it was a big one, it was the only one. The entire world recognised after this the need to remove the Taliban, even though it wasn't a strictly legal war. But Iraq, bombings in Somalia, blatantly ignoring Israeli human rights violations, just served to ratchet up the trust deficit. Again, this is not anti-America, but it is an admonition to Americans to wake up to what the U.S. has been doing for two decades or more ABROAD. Obama seems to be trying to change this. I hope he does. Let's see. In the meantime, please find out more about this and fight the ignorance that allowed people like Bush and Cheney to come to power and destroy their own country as well as others.

    However, regardless of what I have just said, I also think that most Americans appreciate this fact now and the election of Obama is proof of that, so bashing the States wont achieve anything other than anger. So I apologise before-hand for any offence and hope people take what I said as it was meant. I hope Obama lives up to his promise. For the U.S. and the world. I for one think he has started. And redhanded, if you don't want to live as a citizen of the world, please realise that you already are.

    I also agree that Americans realize a need to change their perception in the world - but many do not think the election of Obama had anything to do with that...and he's already blown more promises from his pledges than one can count. It's the people who need to change the government - not the government that needs to change the people.

    My POINT badlimey - is that if you only publish the BAD and never publish ANY of the GOOD things America does, WHY would anyone want to change their opinion of the US? You have absolute right to write your attack on the CIA...no one is going to say that you do not... but it is hard to change a perception in the Arab world that Americans are all about attacking and war when you won't publish anything that would give them reason to. The Unites States of America ABSOLUTELY has politicians that are honest, respectible and who fight for moral, ethical and common principles. The generalities made in the comments section including that ALL American politicians are corrupt is false.

I would like to recommend that you read the book, Lost Liberties by former US Attorney General, John Ashcroft, another conservative with a bit more inside knowledge.

    OK, but unfortunately your referencing the New York Times, hardly an unbiased forum. But while we are discussing CIA atrocities and Governmental abuse of it's citizenry, did you know that the last 3 presidents have all been left handed, and... that the Bush's are related to the Queen of England, and ... Obama to McCain.

    It's like living in a bad Star Trek episode with a Naughty Q looking to conquer the universe. I'm sorry but I just don't see the relevance of the topic. Cataloging the CIA's actions is a bit like Adam Lambert confessing he's gay, oh really? So what are you going to do about it. What is the real axe you grind? Do you work for the Chinese?     Not long ago I thought that the there would be no change possible from a Republican led Administration considering both Houses and the Supreme Court were so far to the Right. I was wrong. Now both Houses are Democrat led and the next Supreme Court nominee is a Moderate. None of this is Perfect but better or, at least, a chance at better. So, when I hear that the CIA and the NSA are two entities too complex and too powerful to reign in, I say, "Maybe not". Keep up the good work.

    I think it may be true. I have a very tragic similar life- vandalism experience in U.S.A. My own husband himself got kidnapped, sexually assulted repeated times with international threats, with thunder cloud and a U.S. white hosting of these criminal gangs from south California and then from Austin and now-a-days some loosely attached elements - some village Carpenter Mislim guy, who volunteers in fire fighting in country-side village where I lived and then after I moved to Dallas, he ignited some brutality terrorism on Bush styled possible torturing concept so that they gather my personal informaions and creats wrongly frammed voilation warrant/ suspended my license and such dangling activities so far.
    I found Brians's clothes and remainings from Pedarnales river bank in Johnson city- a countryside village in Texas and when reported formally, they put me in a mental hospital instead of instant digging, as deserved.
    I am still out of shape from my engineering career to these dangler's drawn caught up state with out having money in hands ot lossing possessions and proper scpes until this time.
