The al-Qaeda leader said US President Barack Obama had planted seeds for "revenge and hatred" towards the US in the Muslim world and that he is continuing in the steps of his predecessor George W Bush.
"Obama and his administration have planted seeds for hatred and revenge against America," bin Laden said in a recording aired by the Al Jazeera network.
The recording came as Mr Obama, whose father was Muslim and who lived in Indonesia as a boy, visits the Middle East on a mission aimed at mending his country's image which has been damaged by Mr Bush's wars in Iraq and Afghanistan and the treatment of detainees by the US military.
Al-Qaeda second-in-command Ayman al-Zawahri has urged Egyptians not to be seduced by Mr Obama's "polished words" when he makes his planned speech in Cairo.
He said in a recording on an Islamist website: "Obama ... is not welcome in Egypt."
