I still do not understand why a country that has not signed the NPT or CTBT should be forced to halt research into nuclear fuel or weapons production. Iran is a signatory to both and hence Iranian research into production of a nuclear weapon, if it leads towards the detonation of a nuclear device, is illegal. N Korea has the legitimate right to test these weapons, or to continue research into their production. The limits on countries developing nuclear weapons only really came into force with the end of the Cold War. If the major nuclear powers would actually like to see a nuclear free world, then they should begin the process of disarmament in earnest and not set up nuclear shields in Eastern Europe against 'rogue nuclear nations' or maintain their vast nuclear arsenals, unless it is for the defense of earth against alien invaders. I bet we'll be hearing that line soon too.
