What you are missing is that not all the victims were millionaires, and that many non-profits / charitable foundations were also affected. Also, I know one of the victims personally, and they invested with Madoff for exactly the opposite of 'get-rich-quick' ... they like that during the go-go days of wall street madoff provided steady income but not outrageous returns ... leading them to think that the risk was also low. granted, no one who invested with madoff did good due diligence, so they are of course partially to blame.
