When both sides are armed, you don't wait, no, policemen shouldn't wait for the other person to get 'scared' because both hold equal violent power at that time.
And smashing cars and banks, why are these people doing damage to their own land for a person who got what he deserved.

It's always hard to argue with "misguided" anarchists. The intellectual
basis for anarchy itself is valid IF everyone agrees to get along
collectively..too often youth see anarchy as a right to riot!
