Mexico and Pakistan on Verge of “Collapse,” says U.S. Military Report

The large and important states of Mexico and Pakistan are ripe for "a rapid and sudden collapse," says a startling new report on worldwide security threats issued by the U.S. Joint Forces Command. While Mexico destabilization may seem less likely to the public, the report explains, the sustained assaults by drug cartels severely affect government, police and judicial systems. Should Mexico descend into chaos, U.S. homeland security would require immediate response.

Mexico's descent into "failed state" status is of special concern to the U.S.-Mexico border region. The El Paso Times consulted expert Brig. Gen. Jose Piojas, the executive director of the National Center for Border Security and Immigration, who noted the state of flux in Mexican conditions even over the last nine months. In an equally dangerous worst-case scenario, the military report also considered the rapid collapse of Pakistan, which carries with it the threat of nuclear war.

Based in Norfolk VA, the Joint Forces Command is a combat command of the Defense Department, which includes different military service branches, both active and reserves, and functions to transform the military's capabilities. While no one can predict the future, it tries to forecast the future to keep the U.S. prepared for potential emergencies. It's "Joint Operating Environment (JOE 2008)" report puts Pakistan and Mexico on the same level insofar as it assesses global threats and future wars.

U.S. drug czar Barry McCaffrey issued a similar evaluation of Mexico's security problems recently. Drug violence and corruption in Mexico are two major factors affecting its stability.

In response, Mexican President Felipe Calderón advised embassy and consular officials to promote a positive image of Mexico. He met this week with U.S. officials, including President-elect Barack Obama, to advocate for an end to gun running and smuggling of arms from the U.S. into Mexico.

Wow! Mexico and Pakistan lumped together in the same 'ready-to-collapse' boat. One difference to me, however, is that I never did plan to take visit or vacation in Pakistan, whereas Mexico has always impressed me as a mother-lode of nearby (hence inexpensive) tourism. Are we presently being told not to travel there, or is this just a warning about what might happen in the future?

Right now, Pablito, the U.S. State Department has a "travel alert" on Mexican travel. They caution you to be careful there. You can find that info here: http://travel.state.gov/travel/cis_pa_tw/pa/pa_3028.html

in your article i don't see whats leading to Pakistan's collapse? Mexico yesh i have read many articles on it. Are you referring to the war threat faced by both Pakistan and India ?

Maidiya, I think the internet "ate" my response, so I'm going to re-post it the best I can. First, thanks for your good question.

The section of the report (p. 35-36) says that "rapid collapse" of a state generally catches everyone off-guard, so there are no specific factors they predict as triggers. Here's the paragraph on Pakistan:

"Some forms of collapse in Pakistan would carry
with it the likelihood of a sustained violent and bloody
civil and sectarian war, an even bigger haven for violent
extremists, and the question of what would happen to its
nuclear weapons. That “perfect storm” of uncertainty alone
might require the engagement of U.S. and coalition forces
into a situation of immense complexity and danger with no
guarantee they could gain control of the weapons and with
the real possibility that a nuclear weapon might be used."

I'm reading that if the state in Pakistan collapses they expect civil and sectarian war to ensue. I welcome others to chime in. Here's the link again:

well well, well since i aint really fond of U.S. policies or their assessment on world affairs!i would be yes, critical!

i will only say this much that Pakistan and Mexico are not the only countries they have talked about COLLAPSING.The wishful thinking of a wanna be tyrant ruler The 'perfect storm' is at the bay of U.S. It always amazes me how they spread the word about Iran one day, Mexico the other and Pakistan the third.

If only U.S. changes it psychology, can it really change its nation's fate!

Good question, Maidiya! Here's the relevant paragraph from that section of the report (p. 35-36):

That “perfect storm” of uncertainty alone might require the engagement of U.S. and coalition forces into a situation of immense complexity and danger with no guarantee they could gain control of the weapons and with the real possibility that a nuclear weapon might be used."

The context of the section states that rapid collapse of a state generally catches everyone off guard, citing the collape of Yugoslavia in 1990 as an example. The section also seems to attribute lots of instability to "radical Islamists," but gives no specific likely triggers for the rapid collapse of Pakistan.

dude... i mean U.S. really needs to look down its own collar, the economic crisis is the worst in ages. Such blindness towards ones own country! That is how slowly and eventually the British Empire collapsed as well. They should learn from history!

I hear you, Maidiya. There are days I'd like to burn my U.S. passport in embarrassment and protest. But no one would care if I did, and by remaining a citizen I can continue to try to raise awareness of what this country is responsible for. Your analogy to the British Empire is very apt.

A local reporter broke the story yesterday on the Report JOE 2008. I think it's worthwhile to know what the U.S. military is thinking, so we respond appropriately. Sometimes the best response is a critical one, particularly when it is an informed critical response.

Pakistan's collapse has been predicted since the day it was created in 1947. It has happened yet and it wont happen anytime soon.

So that is just wishful thinking by US government who has never got it right.

I would like to inform u fellows that Pakistan already had a collapse once before (that is why u have a Bangladesh). And as far as wishful thinking goes, even Pakistan and Pakistani's indulge in a lot of it....their daydreams about acquiring Kashmir, about India disintegrating, about turning India into a Muslim dominion, about being the leader of the Muslim world.
